The name refers to two seperate things: When you write film with an apostrophe like fil'm, you also refer to fil which means elephant apostrophe.
As elephants are known to have a very powerful memory, second reference is to memory which means Hafıza in Turkish language
The elephant head in the logo is symbolising the film reel which shows that Fil'm Hafızası never forgets anything about movies.
