He copy/pasted some disclaimer text for whatever reason.

I smelled spam at first too, but either is the worst spammer ever or he's just trying to communicate, albeit clumsily.

Regarding this logo, it looks like it comes from a first year student. Not that it's a bad thing, we've all been beginners at some point, but it's an aggregation of everything one should not do when designing a logo.

Welcome to Brands of the World!

The idea is nice, I think. From what I read it looks like it's supposed to be an advertising firm. Hmm a description would do you justice here. The Mosaic first letter and the crowded 3 letters combined like that don't do your symbol any favors since they look like two elements alone, and the colors are very jarring. I would say search some sites that color.adobe.com or https://coolors.co/ and find yourself a better color palette to start from. 3 colors is fine and more than enough to be both attractive and effective for a logo. Let's limit the palette to those.

Your symbol is also in need of being reworked. You may have to start from scratch on this, but ask yourself the three big questions:

1- What is the purpose of the logo?
2- Who is our demographic?
3- Does it effectively communicate the message of 1 and 2?

If these questions aren't answered in your work and people question any of these in terms of your logo or just don't see it, you will then either have to improve what you've made and adapt it until it they do, or start from scratch and have a better design to work from. I would suggest the later.

Check out logopond.com for some inspiration on logo designs that are both appealing and effective.

Also the subtext "different look to the world" is kind of confusing to me for a advertising firm. Such as, "how do they make the world look different?" and "why should they care on how the world looks if it's a Publicity & Advertising agency?" The slogan needs to be reworked a little to at least make some more sense, or your symbol would need to explain what that means, since I'm quite confused. I would rework the font placement, the text used, and the grammar as well. "different look to the world" isn't the proper spelling and if I'm not mistaken it should be read as "A different look towards the world". The Publicity and Advertising is way too harsh and illegible as well in that blue so making both the same black color would be fine.
