This is not a logo. It's an illustration with some text on it.
And it looks more like a nationalistic hooligan association than anything related to the military. But maybe that what you were going for....

The client probably made him an offer he couldn't refuse.
Given the general IQ score that you tend to observe among these kind of football enthusiasts white males wearing masks, caps and short hair, I say that he has no idea what a client brief is =)
He probably got it confused with briefs-as in undergarments.
Logos can definitely be super detailed but this one is a little much...
