While this isn't as bad as the current London Olympic games logo, it's not doing anything better either.
First off, the colours are directly taken from the Olympic colours. If your client is trying to create a strong, regional athletic event, (s)he shouldn't steal/piggyback on the Olympic branding. Create something original that can be recognizable as its own thing when the event does take off. I'd start the redesign in black to build something solid and then add colour. Depending on your client's budget, less colours would probably be a good thing.
Second, the stick people symbol is pretty weak. I'm guessing the people were to invoke some sense of community? The problem with that is the stick people aren't at all connected or friendly; they look tangled up in some sort of kaleidoscope-spiderweb. Also, stick people drawings look extremely amateur which will in turn make the entire event look amateur. I'd go back to the drawing board on that. Maybe think of a prevalent symbol that connects the region. Mountains and rivers are kinda generic, but it would be better. If you don't wanna go that route, think of the attitude and ideals of what these games are suppose to portray and brainstorm some ideas based on those.
Lastly, the typography is ok, but doesn't work with the symbol or on the angles.
Another thing to keep in mind is how transferable the logo is to different applications–paper, backdrops, jackets, water bottles, etc. The simpler the better.
