All of the red and blue ones are outdated and do not look like a professional designer put them together. I'm sorry to be so harsh, but you gave us this very beautifully made symbol in the original post, and then handed us these dated Microsoft 1998 styled graphics in the comments. I don't even want to comment further on them.
As far as the logo in your original post: The symbol is great. It is interesting, it looks dynamic and 3D without having fancy effects put onto it, I genuinely like it.
The typography is what kind of kills it for me. You should have two different fonts that contrast each other to highlight the hierarchy in a more modern way. Harris County and Committee should be in one less demanding font, while Racial and Ethnic Disparities should be in the commanding font. Not to mention: With the placement of "ethnic" next to the "E" looking symbol on your balance weight, it looks like two E's back to back. Maybe just have the E on the balance weight be the "E" for Ethnic. You can use a regular font E when the font and symbol are separate.
I would look on PixelSurplus.com for professional fonts that will give you the desired effect you need for an organization like this.
Overall, I find all these iterations way too complicated. The name is pretty long, which doesn't help, but you have to act in consequence and probably not go for a complex symbol.
The scale is my favourite one though but for the sake of simplicity, I'll go with version 3. But you need to simplify it way further, starting by removing these super dated effects (drop shadows? In 2018? ;) ) It also seems that you've squeezed the font in the subtext. If it's the case, please don't. Like never, ever. What you should do is find another font that compliments the main one.
