Wait, is the brief for the client says "we need a vectored logo"? Or do you simply need a vector version of this crest? In the latter wase, this isn't the right place to ask. Check the forum.

call the Landscape Contractor's Licensing Board and ask them if they have a vector of the logo. My guess is that they don't have one...this looks like it was created years ago. Your best bet would be to recreate it as closely as you can in Illustrator. I have had to do that in the past.
