According to a landmark 2012 study, nearly 40% of America’s homeless youth identify as lesbian, gay, bisexual, or transgender. The LGBT Technology Partnership has developed the Connect 4 Life project to partner with the tech community as well as organizations serving homeless LGBT youth to offer free cell phones and a limited service plan to LGBT teens experiencing homelessness. Studies have shown that this is a relatively easy structural way to get them off the streets
Develop a logo for Connect 4 Life that speaks to all stakeholders from potential sponsors and donors of the project to corporate and government entities while also connecting in some way to the problem and the youth.

Much better than the last one. for me is good.
Wow. Love the lower opacity circles. It's nearly there. To be hypercritical as well, I feel that the size of the heart is not proportional in size to the other 3 'loops' - especially in light of the fact that the heart is the main focus.
I don't like the font again - mainly because of the number 4 although I don't like the font in general anyway. It's also crying for kerning attention.
Also, I'd either have the type at the same width as the width of the symbol or obviously larger or smaller. At the moment, I think it looks a bit randomly sized and indecisive.. in my opinion.. others may disagree.
Finally, i'd personally keep it to two colours.
That might seem like a lot of criticism, but you are very close and you have made major advances since your first version. I really enjoyed seeing its progression. Thanks and keep at it =)
I´m sorry to reply in someone elses logo but i really need that good criticism to a logo... Can you give me a feedback? is the one in the right side of this one.

I like the size of the heart but i agree with jon observation about the typography, i like it but maybe you could find a font that give that "perfect look"
